If you lived in a city that had little/no police protection and a court/prision system that will probably throw the criminal back out on the street pretty quickly, what motivation would you have to talk? When the criminal comes to retaliate against you and it takes the police 30 minutes to show up, you're fucked. It's not culture or music - it's the terrible corruption, nepotism, bureaucracy and apathy in municipal government. I wouldn’t point fingers at hip hop. You point the finger at the theif, but his best buddy isn't going anywhere, and you fear that your car/house/etc may be next. And I don't think this is limited to the Southwest side. It has to do with hip hop's sensational marketing campaign to tell today's youth to not be a "snitch". Bang up job by today's hip hop crowd. Mom and Dad also should be to blame by allowing today's rap artists to raise their kids.
